BH Benefits was created to provide robust yet cost effective benefit plans to federal contractors working under the Service Contract Act (SCA). Contractors are provided with Health and Welfare fringe dollars from the government and most options are bundled, expensive, provide a lower level of benefit(s), are hard to understand and are non-transparent. Bruce Harris

President and Chief Operating Officer

Mr. Harris is the President and Chief Operating Officer of BH Benefits where he oversees all operations of the company from its corporate headquarters in Dallas Texas.

He has over 20 years  of experience educating SCA employers across the country helping them to understand their SCA Health and Welfare fringe benefit requirements along with their fiduciary role. “Employers must be a great steward of the Health and Welfare fringe dollars and creating a robust benefits offering is their duty.

Bruce currently works with many insurance carriers and third-party administrators developing compliant benefit plans that are transparent, cost-effective yet cater to a very specialized need.
